After you configured the management IP address of the second controller did you reboot the second controller? If you didn’t then I would try to reboot the controller and see if that doesn’t make it so that you can create the virtual disk. Also what you may want to try is to log out of MDSM & log in again & see if that lets you create your virtual disk.
