* Are both backplane 0 and 1 identical? Remove the drives and take pictures of both for verification.
* If backplane 1 (top) is connecting to miniSAS-HD connectors on motherboard, it's not compatible with SATA. It will work with U.2 and NVMe solid state only.
* Verify in BIOS settings that all SATA ports are Enable.
I think I've found it. I swapped the power cables between the two flexbays, and it's still the one powered by the top cable that isn't working. I believe it's due to the damaged 6-pin connector.
