(a7) me fw downgrade - request mespilock failed error after "microsoft update" bios update for dell

I normally install bios from dell update, but later a new bios update appeared in microsoft windows update and I apply it. after that this error happened and now my intel vpro is not working so I cant open my system remotely over vpn. probably windows try to install a previous bios over a newer bios.

I try to apply latest fimware from dell, everything except me is updated. but intel me firmware is not updating. it is locked in version 11.12.92.2222 and also dont work either. any help is appreciated.
