Dell 5860 with Dell Thunderbolt 4 adapter

Our Dell 5860 with the Dell Thunderbolt 4 adapter installed in Pcie slot 3 sometimes provides power to the external SSD installed in an OWC nvme enclosure and sometimes does not provide power.

If we hold the power button on until we hear 2 clicks and then the 5860 powers on and power is then always provided to the external Nvme Enclosure but if we just push the power button once power is not always provided to the external Nvme Enclosure. Have ensured the Dell Thunderbolt 4 adapter is fully seated in Pcie slot 3. 

It is not a driver issue since power is provided sometimes and other times not.

Any ideas would be appreciated.
