Dell Precision T3600 can't detect hard disk partition

I have this dell T3600 desktop , CM46TW1. It started with issues no detecting the hard disk and not booting. 

I have purchased new seagate sata hard disk, it shows it in bios but while installing windows 10 it doesn't show hard disk partition. It shows hard disk in the boot options , hard disk is empty new.

It shows hard drive in the BIOS

it doesn't show hard drive installing windows 

also no hard disk in diskpart

Please help ,I have changed all cables already, tried different cables but always get this.

need help
