Review the graphics card for fully connection and installing the RX 580 on slot 2. Verify the 8-pin power connector is properly connected.
Upon power on, the system will cycling power three times before POST, therefore, be patient.
For Windows users, driver will be automatically installed in couple of minutes if connecting to internet. Otherwise, run Windows update and it will install the RX 580 graphics driver.

Yes, the Precision 5820 supports a wide range of graphics cards. Here is the list of tested and validated Dell graphics cards for the Dell Precision 5820 https://www.dell.com/support/manuals/en-us/oth-xlt5820/precision_5820_om_pub/video-specifications?guid=guid-1953ea25-a89a-4d21-a84f-d945ab6bd238&lang=en-us

@Chino de Oro yes, I know it restarts some time, I waited approximately 15 mins. I removed several times and insert again. My feeling is that my vga has no original bios, but some kind of modified and because of this other pc is not sensitive foe this, but dell is. Do you think it is possible?
Thank you.

That could be an issue. Since it has modified VBIOS, test with system secure boot OFF
Clear the 5820 CMOS via jumper to see if it helps.

I tested it in slot nr 2 and 3 as well. Secure boot disabled. Not works. I have post code. All beeps happened with ginger led flash. 3 fast flash with some music, wait, 1 slow flash and beep, wait, 4 fast flash and beep, wait and 1 slow flash and beep.
If secure boot disabled I assume it should work. Is it possble to have such problematic bios that dell disabled the card complitely?
Thanks.

I started to update the vga bios and it was successfully done. Now dell accept the rx580 and works fine.
Thank you very much for your help.
