Precision 5820@Xeon W-2245 Current/EDP limit throttling.
Xeon W-2245 is a new generation of high performance Xeons, the one with the highest clock rate essential for classic computation and simulation software (not the one with the highest power package).
That was the main reason why I ordered particularly that CPU.
However, when starting a computation, the motherboard immediately issues Current/EDP limit throttling.
I think, it is not right, and probably the board was tuned for more power-hungry multicore CPU's.
But the result is that the $13,000 priced system performs not better than a $3000 workstation-laptop.
The difficult part is that Dell has locked all the access to VRM/current limits tweaking, and I can not cut off this anchor with XTU or Throttlestop.
The new platform also have no "Intel(R) Dynamic Platform and Thermal Framework" engine driver, for disabling it, and unchaining the CPU.
So, did anyone find a Current/EDP limit solution for Cascade Lake CPUs on Dell motherboards?
Is there any bios tweaking tool for these boards?

I think I know what's happening.
It is a big scale corporate fraud. DELL uses motherboards not suitable for high-power Xeon-W CPUs. And in order for not letting the motherboard burn out, they artificially induce the current-limit throttling, whenever more than 4 cores are in C0 (active) state.
This should not happen by any means on adequately designed system, just because it is a special high-performance CPU designed for operating at high power.
The active silence of DELL on this topic, which may be just a bug, suggests that it is intentional, and kept in secret.

I don't think it is that easy, because DELL claims to be inside the power package, everything else is a design approach. But this does not deny the commonsense.

Did you tried to Disable C-States energy or Intel Speed Step in the Bios options (Performance menu)?

And another observation... I was thinking about to change my Xeon W-2155 to Xeon W-2275 but after all this, i was thinking if i will have a real perfomance... First, Xeon W-2155 have 68 Temp Limit (145W TDP)... Xeon W-2275 have 62ºc Temp Limit (With 165W TDP). And with Current/EDP Limit and Low Temp Limit i was wondering if the processor can give all the power...
What do you think about?

@Flavius Aetius first you should verify if your motherboard is the 2nd revision , that works also with Gen2. Otherwise it'll not be feasible at all

I'd also say at this point unless you want to attempt to go up the chain and see if dell will pay you something for you pc that you can only use "half" of I'd just build a new pc using your cpu. I bought mine certain I'd be able to rip up my 6 core higher but now know that an aftermarket x99 board would be way better.

I installed the Intel Extreme Tunning Utility (like a user posted some printscreen) and tried the stress Test with AVX-512 by 1 minute... I have the T5820 with Xeon W-2155, 64Gb RAM DDR4 2666 and i receveid the Warning "Current/EDP Limit Throttling" at this test during almost all execution time...

I can assure you there are no options in the bios to stop this. I've went as far as modding the bios. The tdp level is locked which is what I believe is going on. Meaning the motherboard can accept cpus that draw too much power to be properly supported. I'm using a t5810 but I'm fairly sure it's the same issue carried over. There is also something dell did to prevent tools like throttle stop from functioning on the t5820 since the sleep awake cycle doesn't bypass it like my 5810. I can at least turbo all cores up until I hit a certain wattage which I've found no way to bypass.

MB: DELL 0R23KR << this is already the revision. Just needs to doublecheck the pn with someone else having a 22xx installed, to play safe

I bought my precision in Jun/2020 (at this time, Xeon W-2155 was the best option in Brasil Store. They included Xeon W-22xxx one month later, and with Xeon W-2265 how the best conf.).
Where can i see my MB Revision?
Hwinfo64 tell me:

Thread is getting off topic. If the OP states that they cannot use any where close to the full potential of their processor I don't think this is a good system for a high powered upgrade. And the current limit throttle is what they all hit with the higher tdp processors. I'm sure I said it earlier but if anyone is good enough to actually modify the bios limits to let this work I believe it's the only option. Additional cpu/ vrm cooling needs provided as well as vrm cooling doesn't exist on this system and the cpu cooler also can't cope with a full core turbo. I've upgraded both but can't test any further do to throttle limits.

Precision 5820 Tower 950W PCIe FlexBay Chassis BCC CL
CL = Cascade Lake?
I will try contact Dell and i will tell later.

@Flavius Aetius , I think ( now I don't remember the thread ) that someone found out that the various sets of letters after the chassis ( example abc def ghi ) are a reference to the factory that produced the chassis

It is bad for cooling. Cstates should not be disabled for Turbo to operate on non-overclockable machine.
And there is no such option. It is Not ASUS and not even SuperMicro for any advanced option residing in the CMOS setup.
