@Racedro , there is no need to upgrade your CPU to use with Windows 11. Just get a spare, new drive and clean install Windows 11 on it. If you are not happy with it or Microsoft stops sending security updates, just pop back your old drive. If you like it, reinstall your apps and migrate your data.
It should be a straight forward process and using Windows 11 creation tool, no need for any mods, hacks. Use Dell Windows 10 chipset drivers and the rest of drivers will be through windows updates and optional updates.
Welcome to the forum @poxaids , yes, it's just a straight forward clean install of Windows 11. To leave the option to revert back to Win 10, remove your OS drive before Win 11 installation. Whatever your previous windows version, you will get the same activation on Win 11.
You can download Win 11 creation tool here. Run it and make an USB drive (at least 8GB). Preferably swap in a new drive (in case you want to go back to Win 10 with the least effort). Let Windows format and install to avoid mistake. After complete installation, just install chipset driver, Intel ME driver, and run Windows update to get the remaining (many drivers are located in optional updates).
I am following the Microsoft instructions below which seem to state that an upgrade can be done but I am unable to find a way to do so. I do not want to do a clean install at this time as I don't have the time to reload all of my programs and data.
I have already changed the registry key as instructed and have Windows 11 downloaded on a flash drive. Can anyone help?
Or Someone could Just say what CPU that is compatable with windows 11 that works In the Presision 3620 workstation or Microsoft wasn't so controlling like For real 99% of thes CPUS thats on the List should work BC it says you should have a CPU thats 1GHZ and @ cores or more wich is a straight UP Lie BC i have a Quad core 3.6ghz thats not combatable with win 11

Note: On Win 11 pro, you can choose to setup as stand alone (without MS account). There are other ways to install Windows 11 provided by Microsoft.

My CPU on the 3620 is i7-7700. Windows will accept the 8th generation of i7, will that work on the motherboard?
