C1660w black plastic conveyor belt broken?

I have this Dell C1660w that a little while ago suddenly seized up.

It all began when during a print job the paper began scrunching up inside the machine for no apparent reason, and when I opened up the back cover as instructed by the error message to remove the jammed piece of paper, I discovered that there was a torn and ripped length of something looking like a sheet of black plastic film sticking out of the slots where paper should be rolled through.

Upon closer inspection, I saw that the rest of the sheet of black plastic film was rolled around the paper feeding rollers very much like conveyor belts, and it seems to me the reason for this breakdown was that the black plastic film gave in to wear and tear so it needs replacement.

However, I do not know enough about the mechanics of this particular printer model to be sure if that black plastic film is what I think it is, nor do I even know its technical pronoun for researching the topic, so I would greatly appreciate it if somebody can help explain to me about what exactly happened to my printer, and any tips for fixing the problem will be greatly appreciated.  Thank you.
