Disconnect your printer. Download and run this patch to completely remove the printer from your computer. Restart your computer.
Download the proper drivers.
XP Drivers
Vista 32-bit Drivers
Install the proper drivers. You'll be prompted when to connect your printer(powered on)

Disconnect your printer.
Run the patch.
Restart your computer.
Now go to device manager. Right click my computer, left click properties, left click hardware, left click device manager.
Now go down to the USB Controllers section and click the + sign.
Starting at the bottom, USB Root Hubs and working your way to the top, USB Universal Controllers, Un-install everything in that section.
Restart your computer. Windows will find them all again. Please be patient. The found new hardware will go off for 3 - 5 minutes.
Install the drivers, you'll be prompted when to connect the printer.

Did you try a different USB port?
Did you try a different USB cable? Shorter cable?

Go to printers and faxes. Right click on the printer. Make sure you can use this printer online.
Also try start, run or Windows Key and R key at the same time
This will bring up the run command.
type
services.msc
hit enter
Look at the print spooler and make sure it's on automatic. Restart the service.

With the printer plugged in, go to device manager.
Right click my computer, left click properties, left click hardware, left click Device Manager.
Now do you see any yellow Exclaimination marks?
If so, right click on it then try updating the driver. If that fails, then try un-installing that item and shut down your computer. Disconnect the cable to the printer. Now start up your computer.
Make sure the printer is installed, start, all programs, Dell Printer.
Is it there? If so, connect the printer cable and the new hardware wizard should find your printer. If not, then install the drivers and then you'll be prompted when to connect your printer.

Last resort would be to try the printer on another computer. It sounds like the printer is going out and just doesn't want to communicate anymore. It looks like a real old model printer. Maybe time to get a newer one.
Sorry, I tried but couldn't help you.
Good Luck.
