Can not reinstall Office 2016

Reinstalled Office 2016 after hard disk fail and Windows 10 [64] reinstall.  Word works fine but Excel and Powerpoint do not start.  I get the splash screen and 'starting' and it just stops.  Get error message:

HardwareMonitorWindow: Excel.exe Application error

The instruction at 0x0007FFCD8C10DE7 referenced memory at 0xFFFFFFFFFFFFF.  The memory could not be read.

Click OK to terminate.

Dell doesn't support office Microsoft does.

Reinstalling on a bad drive that is soon to die is a bad idea.

Start Excel in safe mode

Safe mode lets you start Excel without encountering certain startup programs. You can open Excel in safe mode by pressing and holding Ctrl while you start the program, or by using the /safe switch (excel.exe /safe) when you start the program from the command line. When you run Excel in safe mode, it bypasses functionality and settings such as alternative startup location, changed toolbars, the xlstart folder, and Excel add-ins. However, COM add-ins are excluded.

Does not start in SAFE mode either -same problem
