Cannot send or receive email from Outlook 2003 - error 0x8004210b
I was able to send and receive email from Outlook 2003 on my Inspiron laptop until last week. I now am unable to receive my email and receive the following error:
Task POP West net receiving 0x8004210b operation time out waiting for response from the sending STMP server.
I contacted my cable company and they do no support Outlook 2003. I verfied that all my settings were correct. I was told to go to Google and enter in the error number. I was then linked to a MS support page and I was told that this error might be corrected by uploading MS SP3 (service pak 3). I then tried to download SP3 and I am unable to. I was able to download SP2 but that did not correct my problem.
Can anyone help me out with this?

The corrective procedures you tried apply to Office XP, not 2003. See the document here which addresses your problem.
