dell digital delivery list empty

Everytime we purchased a computer we purchased it with the Adobe Software. However, when the computer warranty expires, when we reinstall the operating system (using a Windows 7 Pro cd) and reinstall dell digital delivery, it said:

"Your software purchase are up to date. you may now close this application".

It will not let us re-download the Adobe Software.

I have tried the stop service, rename Client FullfillmentService file, and restart the service. This did not work.
