DELL Optiplex GX110 with XP Professional

I'm a 2nd owner of this computer and I have a question. When I bought it 1 month ago it already had a Admin acct set up and it would automatically load when I turned on the computer. I added 2 new accts and then tried to delete the Admin acct after making 1 of the new accts an adminstrator as well, but it  will not allow it. What can I do here?  I have a roommate who I don't want to have downloading at will but obviously he can do this because the original  Adminiistrator acct still automatically loads. I'm hoping there is a way to do this. I'm not a techie. Thanks for any help that is out there. Another question is this what does it mean to start your computer in "safe mode" as it says something about that in "user accounts".  Thanks, Daryl

See if a password is set on the account, go to Control Panel/User Accounts, pick the account to change, in here there will be either, "change password"  or create Password. If it has change password then a password has been set on the account, you cannot change it unless you know the current password. If you or your roomate do not know what is it then use the control userpasswords2 run command to enable the password to be requested during log on, then no one can use the account including you. Be sure you have another user account with admin priveledges set up before doing this. Set passwords on any other accounts you do not want them to use. Give your roomate a limited account to use so he cannot undo what you are about to do. Do All of this before moving on to the next instructions.
 
Go to Control Panel/User Accounts,  click on "change the way users log on or off", be sure both boxes are ticked. Hit apply options.
 
Also hold the Flag key down and tap R, now type in the run box the following and hit OK   
 
control userpasswords2  
          
you will get a user accounts pop up window
Be sure the box at the top is ticked "users must enter a user name and password to use this computer" Hit OK
 
Now when you boot it should ask for a username and password to get in. Don't forget your passwords or user names.
