Thanks for responding.  I tried your file .  The staus bar on the download goes to about 1/2 an inch of the end stops and after a while I get a message that Support Center has not installed successfully.  This is what I got doing it from the Dell download page. 

Th error message was associated with reinstalling version 2.  It's an ftp site that has numerous files.  It was mentioned on a post I read.  It said you have to have version 2 installed because the version 3 file is just an update.

Let us check if the Dell Support Center is uninstalled. Follow the instructions on Uninstall Dell Support Center Wiki.
Once done, try downloading the software again: http://content.dellsupportcenter.com/updates/aulauncher.exe

Tried everything on your documentation and I get the same result.  The status bar on the install stops about 1/2 inch from the end, sits there and then says it did not install properly.

Any other thoughts ?

You can try to restore the computer to factory settings (PC Restore). 
Note: PC restore will lead to data (pictures, documents, programs, music) loss. Please perform a data backup prior to this step. Please disconnect any external peripherals as well.
Follow this article to perform PC Restore.
Once done, please try to install Dell Support Center.

You can try to create a new user account and try to install Dell Support Center.
