Hi bofish,
Are you using the "Modern Style App" for Internet Explorer 10. If yes, this is the information available on Microsoft’s website:
“Internet Explorer 10 is designed to provide an add-on free experience...”
Click here to know more.
This might be the reason the notifier is not working.
Please revert for clarification.
