Microsoft Office 2010 Starter

Question

Dell Inspiron 15 Laptop Intel® Core™ i3-2350M 2.3GHz Office Home & Student 2010   My Microsoft Office Word and Excel suddenly will not open.  This is the message I get:   Click-To-Run Application Manager Microsoft Excel Starter 2010 cannot be opened. Try again or repair the product in Control Panel. I  have tried to repair it in Control Panel several times and it always comes back repair unsuccessful.  I have read that it is because of the Click To Run Application that was installed by Dell. How can I repair this?
