Notebook (similar to OneNote) software with local storage?

I'm looking for software similar to the capabilities of Microsoft's OneNote but doesn't upload data to the cloud; that is, software that allows local storage of data.

I'd be willing to pay for an app so it doesn't have to be freeware.

(older versions of OneNote store notebooks to the PC, but this is going away in the near future).
