Create a false email account. When Outlook tries to Send/Receive, it will only warn you of an error.
Go to Tools, Options, Mail Setup, click the Send/Receive button and remove any checkmarks in the Settings for Group "All Accounts". This will prevent a Send/Receive of any email account.
Outlook Express is your default email program, not a server. You can have both programs set up with the correct acct settings, but you should choose the non-default one to leave messages on server. I don't see an advantage of having OE as the default. You can use Outlook as your default and choose OE to "leave messages on server" so Outlook can download your messages and clear the servers. If you don't open OE, it will not receive mail, but if you do open it first, the mail will still be available for the default program--Outlook. Outlook Express is a Windows program, unrelated to Outlook. This is one of the reasons that MS changed OE's name to Windows Mail in Vista.
