OUTLOOK 2013 WILL NOT RECEIVE MAIL WHEN OPEN

Question

I am running WIN8.1, IE11, and OUTLOOK 2013. Outlook has begun to behave strangely. It will only receive new messages when not open. Suggestions?? No problem with the mail server because it sends to my tablet as it should. Microsoft's support is disappointing. it sends me to third party programs that will maybe fix it.

What kind of mail server (Exchange, POP3, IMAP)? If Exchange, what year (2007, 2010, 2013)? If Exchange, are you local or remote to the server? Is your statement saying Outlook is only retrieving email at startup but not later (POP3/IMAP via Send/Receive, Exchange via RPC synchronization)? This will help identify your issue. Is your Outlook fully up-to-date (SP1, all Window Updates)?

I use outlook 2013 on a new XPS8700 MY mail is pop3 MAIL. I don't believe there is a server problem because mail functions as it should on my tablet. I have auto updates and I have also manually installed any optional updates I run Win 8.1. Microsoft suggests a problem in the registry but did not offer a fix; just a referral to 3rd party software to do an 'auto fix.'. I am reluctant to plow around there.
