Slow charging and missing battery.exe

I have Dell Latitude 3540 with Windows 10 Pro installed. Until sometime ago battery charging had been very fast. Today I noticed that the battery took a very long time to fully charge. I tried to open Extended Battery life options under Power Options (Settings>Power&Sleep>Related Settings>Additional Settings>Power Options; to my dismay these two additional settings were missing but instead the following entries appeared under Power Options:

@C:\Program Files\Dell\QuickSet\QSResource (twice the same entry ); I clicked one of these, the message "Windows cannot find (same entry) Battery.exe displayed on the screen. What do I do to get the Extended Battery Life options back under Power Options? Could the missing Battery.exe and the extended battery life options be the reason for the very slow charging of the battery?. I tried to reinstall QuickSet from Dell download page for the computer model and the operating system of my computer, I received the notice "your computer has a newer version of QuickSet, yet it did not bring back the Power Options mentined above. I would appreciate advice on how to overcome my problem

How old is the battery? If over 2 years old it might need replacing.Windows 10 might need a newer version of Quickset--now called Windows Mobility Center. Visit the Dell Drivers and Downloads site and see what needs updating.

My battery is a year old and has been performing quite well until recently. Quickset is located at C:\PraogramData\Dell\QuickSet\QSResorces, yet when I look in QSResources I see only see an ini file in notepad but no executables. However, Quickset64 still shows up under "Uninstall a Program" list and its properties show the version 10.15.026, 16MB. I searched the Internet for quite a while today and came across a site which lists several executables that must be in QuickSet, such as :BacklitKB exe, Battery exe, mobilitycenter exe, quickset exe, userBtn exe and WiFilocator exe. None of these executables appear in QuickSet on my computer.I believe QuickSet is somehow corrupted. If only I had a link to QuickSet64 version 10.15.026 somewhre on the Internet, I can download an run it and perhaps fix the issue. I could attach the scrrenshot of Power Options if that was possible.
