XPS 15 7590, missing Adobe software, at wits end

I have owned my Dell XPS 15 7590 for 8 days, and I still don't have the Adobe PDF and Adobe Photoshop/Premiere Elements Bundle software I ordered with the machine?

$116.69 25WDK = 634-BVPO Adobe Acrobat Standard 2017
$77.78 X41FV = 634-BVPK Adobe Photoshop Elements 2020 & Premiere Elements 2020

It was missing from Dell Digital Delivery. Tech Support, after 15 interactions with them and escalating the issue through 3 departments (including to the Concerned Department twice), cannot figure out how to get the software to me. They have escalated it again today, and they said I have to wait another 2-3 business days to hear from them. My sales rep keeps telling me he is sure I'm going to get my software and says to keep contacting Tech Support. Is this normal? What do I do if they can't deliver the software. Tech Support told me they can't take it off my account, and my sales rep won't do it. So right now, I'm stuck with the bill. Can someone help me, please? I am so frustrated.

Dell cannot provide this.

Dell also cannot provide Microsoft Office Keys.

If you lose your key you will have to buy again. Student and teacher Edition is $80

I never had a key to lose. They "sold" me the software, but they never provided it to me to install. All I have to show right now is a line item on the invoice.
