Momedjussub,
I would start with the following steps.
1) If the server will POST and BOOT into the OS, the BIOS and BMC/iDrac should be updated to the latest versions.
If the server will not post, drain the flea power and reseat the memory modules.
2) If the server is running any virtualization software (ex: VMWare, VirtualServer, etc.) Virtualization Technology (VT) should be enabled in the BIOS as long as the processor supports it.
3) Check to see if the processor is recognized in the operating system or during POST.
4) If the CPU is recognized in the BIOS, but not the Operating System, verify the processor options are enabled in the BIOS and that multi-processor support is activated in the Operating System.
5) Reseat any voltage regulator modules, terminator cards and power pods.
6) Reseat all processors.
7) Test each processor, one at a time in the first position.
8) Test any additional processor components such as power pods or voltage regulator modules (VRM), one at a time, in the first position.
9) Swap components with known-good components, when available.
Let me know what you see from the tests.

So what you are saying is that regardless of which processor is installed in CPU1 it fails, but with CPU1 out and CPU2 installed it starts?
