You stated that you installed ESXi 6.0 and then Windows 2016 as host, so did you replace ESXi with Server 2016, or is it installed as a VM on the ESXi host?
I would suggest making sure that the server is up to date on BIOS, iDrac, and Raid Controller to start, then once we confirm the host OS I would then look into drivers.
