Hi,
We'll try to help you out. Could you let us know the server model. What happen before it lead to this issue? Any hardware upgrades? Any firmware updates installed?
Let me know more.

Hi,
Try removing all the servers components except below and try to turn on the server, to check if it's able to pass POST:
•System board
•Processor (with heatsink) in socket 1
•One stick of memory in slot 1
•1 power supply
•Control panel (to turn on system)
•Sideplane
•Both PCI risers in matching configuration
If it's able to complete POST, install the components 1 by 1 to check which is causing the error.
Let me know if it helps.

Hi,
when the system does not POST in the minimum to POST configuration, it is very likely that the mainboard is defective. It could be also one of the leftovers - but the mainboard is more likely. You can sort out the RAM if you run the system in this configuration and test with different single DIMMs, if it is always the same issue, the RAM is ok. If you have 2 CPUs, you may also cross test with the other CPU to sort this out. Same with the PSU, if you have the redundant configuration, check with the 2nd power supply to make sure this is not causing the issue.
This way you can narrow down to the defective part - and I guess it is the mainboard.
I can't remember when the PE1950 was released but must be something about 15 years now - pretty old now.
But you may find some people on the internet who still sell parts for this system, so maybe you're lucky and get another mainboard.
Let me know if you were able to narrow down the error.
Best regards,
Stefan
