Hello Tim - this sounds a lot like the problem with access denied after applying SP1 to Windows 2003 and trying to connect to the virtual name on the active server. Are you trying to connect to Oracle from the active node or from some external workstations? The problem with the issue above affected only if the connection was attempted from the local active node.
Please check the following Microsoft article for more info, I suspect you may be facing the similar problem:

Hi,
Thanks for the pointers. That article pointed me to looking at DisableLoopbackCheck registry entry, which was set to 0. For Windows 2000 it is specifically mentioned in this article http://support.microsoft.com/kb/957097 and we have that patch installed, so we will look at making the changes suggested.
