EX error: Failed to build DLC/rules/alias cache - Error: 80004005
We are running EX 4.8.
How can I make the DLC to either rebuild or stop throwing this error?

there is an old trick to just create a distribution list and add a user temporarily (this is just a fake distribution list). Restart the EX services one or twice... the error should be gone.
I assume you're using Exchange? Do you have envelop journaling enabled?
