I solved this earlier. EMC documents this problem when you have a multiple mail environment i.e. Outlook and Notes client on the same desktop so if you plan to use only Outlook be sure you have no notes.ini on the desktops. If you need to have both, contact EMC Support.
In my case, I never had Notes client installed on these desktops, my environment had Exchange 2003 Server with a mix of Outlook 2003 & Outlook 2007 clients. All Outlook 2007 clients only had this problem. The resolution:
1. Uninstall the Ex Search Plug-in. If reqd., reboot the desktop. 2. Close Outlook client. 3. Rename & Keep a copy of your mapi32.dll. 4. run fixmapi.exe from c:\windows\system. 5. Install plug-in again.
This worked for me and I am confident that it will work for you as well.

I deleted C:\Program Files\Common Files\System\MSMAPI\1033\MSMAPI32.DLL
and ran fixmapi.exe
This fixed the problem!

I have been able to fix it by running fixmapi.ex in system32.
