I am not sure whether the question is related to contents within an application or the application itself. If it is related to objects within application, follow below steps,

1) Create a Group and assign all Cross-reference users to this group

2) Create an ACL, Provide WRITE Access to the above group created and Provide READ access to dm_world

3) Assign this ACL to objects related to the application.
