Okay, that's weird. Well, operating system?
I'll assume Windows 7. I'm guessing that your hard drive is partitioned into three chunks: the C partition, a hidden recovery partition, and the data area, I'll call it the D partition. If you go to Control panel -> Computer Management -> Storage -> Disk Management, you will the disks listed.
Your 500GB drive will be shown in chunks. If you right click on your data area, you should be able to shrink the space allocated. Then, right click on your C: area and extend it.
NOTE: I have no problem doing this, but I've been working with computers for 30 years... the last 14 years on Dell laptops. Make sure you have a backup of files you don't want to lose.

You should directly clean install Windows 8.1 and setup the partitions correctly see here for details:

The partitions must be next to each other (adjacent) to extend the C drive. You could delete the Play Store partition (what is that?) and extend the C drive to include that partition and also include the newly made 18gb one. You can even delete the system drive E--everything on it will be lost--and extend the C partition to the whole drive. There will be a chance (possible a big one) that windows would have to be reinstalled on the new big C partition, so keep that in mind and make copies of everything. Or You can actually live with a small c partition with the boot files if you remember to install everything on the big 229 gb partition.
That is a crazy partitioning scheme you have now. How did you wind up with it? You probably would be better off reformatting the drive and starting over. That is not possible unless you have the windows 8 installation media and you can reinstall everything on the drive. If you upgraded to win 8, which you probably did, you would have to install the previous windows first and upgrade to 8 again.
