Intel Matrix Console Not Accessible

I have an XPS 400 running Vista Ultimate.  I recently purchased a 3rd Drive because I want my 2nd and 3rd drive to be set-up in a RAID 1 Configuration for data security while drive #1 is the operating system and will not be part of the RAID.
 
So, the new drive was installed, formatted and is active with an active drive letter.  I rebooted, went in to the BIOS and turned RAID ON.  Saved the changes and the next boot, the Intel Matix Consold appeared, and listed all three drives in my system and also varifed that there were currently no RAID drives.  The instructions were to hit CTRL I.  Well, I hit CTRL I and nothing happens.  Does this process take a while or is the computer not recognizing my input on the keyboard?  Eventually I keep hitting CTRL I and the CPU starts to beep at me, but still nothing happens. 
 
What am I missing here?

I think you have to do the thing during boot....

The computer has been rebooted several times after switching the BIOS to "RAID ON" and each time the Intel Matrix Console comes up, as it should, and the standard blurb "Hit  appears under the hard drive list, but when I enter CTRL I on my keyboard, nothing happens.  There does not appear to be any hard drive activity and the screen does not change.  If hit CTRL I over and over, eventually the CPU starts to beep at me. 
 
Any ideas?
