removing programs manually

I need to know how to remove unwanted programs. I tried going to the control and removing them but it will not let me.  It says that it is unable to uninstall and I need another way.

One way is to reinstall the program and then try Add/Remove Programs to uninstall.  If this doesn't work, then it gets more complicated.  See the following PCWorld article:
