Windows 98 should install the correct driver, which is a generic Microsoft driver that we all use. The other things you have tried are Firmware. Be careful what you do with those. The wrong one will destroy the drive.
Uninstall the drive in the Device Manager and reboot. Are there any numbered Error Codes in the Device Manager (i.e. Code code 19, code 41, etc.)?
I wish you luck in trying to get win98 working perfectly with all your hardware on that laptop as many before you have tried & failed.
btw for the optical drive issue try installing the intel chipset driver.
