Those flashing colors usually indicate that your screen display has encountered a problem and is trying to run a RBG (red/green/blue) graphics diagnostic test. This is often caused by an incompatible or outdated graphics driver or failing graphics card.
What is your full XPS computer model (e.g., XPS 15 9570) and Windows operating system [please include the edition (e.g., Home, Pro, etc.), version and OS build number shown at Setting | System | About | Windows Specifications].
What graphics device(s) are installed in your computer and what are the current graphics driver version(s)? If you aren't sure that information should be available in your Windows Device Manager under Display Adapters. My Inspiron 15 5584 / Win 10 v22H2 laptop does not have a discrete graphics card (e.g., NVIDIA, GeForce, AMD Radeon, etc.) and this is what I see for the integrated Intel UHD Graphics 620 GPU chip on my motherboard:
