My coworker fixed this w/out telling me... gonna post the solution incase anyone else has this problem:
Used a utility called "Devcon" found on the 64-bit 2003 R2 CD (yes, 2003)
Get the Instance ID's: devcon.exe hwids ppdisk* | more
-Match them up to the Symm devices in powerpath or however.
Disable: devcon.exe disable @####### ->####### is the instance ID's.
