Yes, cons_exempt is available from 5773.xx

The -cons_exempt parameter is used with the symrdf command. Take a look at the symrdf -h output, the parameter description tells you which control operations are valid with -cons_exempt.

The -cons_exempt option can be used with the createpair, movepair,
half_movepair, and suspend commands.
