Are there any refreence numbers that can be used to measure say device or FA port performance like say how much IO/S is bad/good etc?

This would be combination of IOPS used per FA or FA port and each IO size in KB.Both of these information can be obtained from WLA(%util,Number of IOPS and Average IO size in KB).

Here are couple of things:
Always accounts FA for 50% utilization(in case second adapter bad,one can handle total load).
As a base rule bigger IO size less number of IOPS and vice versa.
