It appears to be the configuration of the proxy server at our end. It allows direct access to ftp, but http must go through the proxy. It's the combination of ftp/http and the way our managed proxy handles it.
A change request has been put in to allow direct access to the dell sites required.
First, if your network has a proxy server, go into the settings and make sure Repository Manager knows about it. If there is no local proxy, then check to see if your firewalls are stopping communication. If you think all that should allow it out, then try again, the FTP site may have been undergoing maintenance.
We are still working with the guys that manage our firewall. Our change request only got approved recently, and the managed services company started to look at the issue yesterday.
I'll be sure to post the solution when we have some success.
