I am not sure what the term "GPO" stands for. Have you considered using OpenManage IT Assistant (ITA) to deploy OMSA to your PowerEdge servers?
Using ITA, you could create a Software Deploy Task, and push out OMSA in a scheduled fashion. If its a fresh install, you could use the full installer, or else you could use the .msp for upgrade from a previous version of OMSA.
