iDRAC6 / Lifecycle Controller error on new PER710

Hi, we have a new PER710 with iDRAC6 express on it with the following errors:

"Alert! iDRAC6 not responding. Power required may exceed PSU wattage.
Alert! Continuing system boot accepts the risk that system may power down without warning.”
Also at the startup options in the top right corner state "System Service Disabled"

The iDRAC6 firmware level was updated from 1.30 to 1.54 flawlessly and BIOS from 1.3.6 to 2.1.15 to the latest 3.0.0 with no issue with the same messages explained above. When we try to update iDRAC6 firmware level to 1.70 Lifecycle Controller using, we got:

"Inventory failure:
Internal error: Get Inventory from: LCL Failure”
Using R296663 and R297391 file from windows server 2008 std.

Access to the USC is not possible due a "System Service Disabled" (the screen doesn’t show F10 option) and I do not ever have the option to hit "CTRL-E" either.

And then recovering the flash memory on mother board using The Lifecycle Controller repair package is also not possible.

We have done almost every advice step-by-step in the link below unsuccessfully.

Any other suggestions?
Thanks in advance.

We have an R710 server that also has the same iDRAC6 not responding and also reports the Inventory failure message (whilst attempting to update from Linux Centos6.4).

Was there ever a way past this failure?

Looks like problem that cannot update the lifecycle controller because cannot find the lifecycle controller, but surely it is built into the motherboard?

BIOS version is 6.3.0 but also had this same problem with BIOS 1.0.4.

R710tci -

When iDRAC is in a failed state, System Services will report disabled during POST and you will not have access to CTRL-E iDRAC settings menu. Plus you will be prompted with the error message you stated above.

Can you power off the host, reset the iDRAC and once the iDRAC is back up, launch the iDRAC GUI and verify you can access the GUI with no issues. If this passes, power on the host and verify you have System Services and CTRL-E available.

If you see System Services still disabled but you have access to CTRL-E, go into CTRL-E and enable System Services, save and exit.

Thanks

Once you see System Services is available and CTRL-E iDRAC menu during POST, can you boot back into the OS and try your update again?

Thanks
