(1) Open IE on the system where you installed ITA. Enter https://localhost:2607 (or alternate port number, if you changed it during install) in the address bar. See if you at least get the login screen.
 
(2) Are ITA services (DSM IT Assistant Connection Service and DSM IT Assistant network Monitor) running on the sytem (Control Panel->Administrative Tools->Services) ? In case they are stopped, could you try starting them and launch ITA again?

I tried using https://localhost:2607 with the same results. Both services are installed and started.

Do you have a JRE insalled?  It needs to be 1.5 or later.  ITA should push it to you if your workstation does not have it.

I have J2SE Runtime 5.0   update 2 and Update 9 running.

The next thing to try is to add the IT Assistant site to the trusted siteds in IE and set Java safety to low for that zone.  Verify all of the DSM_ITA services are running.  Also check the connection from another workstation to see if it is a problem with the browser on your workstation.

In IE 6 go to tools internet options.  Click the security tab then trusted sites.  Add the ITA url with port 2607.  then click the Custom Level button and find the java section.

I have made the changes suggested and still have the same result.
 
From my desktop, I can connect toanother machine that is running ITAssistant, with no issues.

Is the XP SP2 firewall enabled?  IF so you will need to add port exceptions for 80, 443, 2607.  Try disabling the firewall(s) for testing.

On my XP machine, in the Security Center, the Windows Firewall has been off.
 
I have SQL Query Analyzer (version 8.0.194) installed on my XP machine. Could that have anything to do with the issue?

Query analyzer should not cause a problem.  You can use it to verify the itassist database is available, run 'use itassist' and 'select * from eventSource' to verify that the database is online.

There could be a java issue.  Please review this link

Scroll to the Java VM section
Also make sure the java runtime environmet is configured per this link
 
with the -Xmx256M setting.

Did all of the above with the same result.
 
BTW - it shows that I am running versions 1.5.0_02, 1.5.0_09, and 1.5.0_10 of JRE
