Latitude D610 TPM problems & errors

I have replaced the original hard drive and can not make the TPM work. I've tried all the simple instructions for toggling the TPM on/off in the Bios. I've downloaded many versions of the tpm software from Broadcom or Dell drivers. I load the tpm software, but it fails. Firstly, it state that the nic drivers are out of date (even though I load the latest from Dell drivers) and confirm in Control panel they are loaded, secondly the software continues after after 1st prompt, then it 'fails' to load due to it being interrupted in that wizard, nothing is written to OS. I've done this multiple times, loading the nic in bios, disabling the security tpm, reboot. then the opposite enable nic, & tpm. It always displays 'the tpm could not be initialized. Strike the F1 key to continue, F2 to run the setup utility', when the nic is on and the tpm is on, but the optimization software under Windows XP fail to communicate. The nic is not recognized under device manager, but the wireless adapter is. The nic software does not put it into the device manager, even if I try to force it in under add devices & additional devices, have disk for network adapters. This is very frustrating. I am not the original owner of this laptop. I have tried to use the backup function of the TPM software and it fails too.
How do I get this TPM module to work again?

Those Broadcom TPMs are notoriously difficult! Make sure you upgrade to the latest BIOS. Update the Broadcom NIC firmware since the TPM is integrated with NIC controller. In BIOS when the TPM is on, see if it gives you a TPM Clear option since it sounds like it was activated at one time. Make sure the integrated NIC is enabled in the BIOS.

Thanks for your response. I tried that, even re-installing bios patch, then once more the sequence of loading nic drivers and then tpm drivers. After when using the Broadcom software to activate the tpm, it churns for some time and I get two failure panels and then the last Broadcom panel states communication failure. Nothing is loaded to device manager, no nic or tpm. When I go through the bios pages I get the panel that states, to activate run the vendor software. No chance to turn tpm off without turning off nic. My guess the tpm chip is burned out. Read other Dell users had to replace motherboard. Just not worth the trouble, wireless interface works fine.
