Those Broadcom TPMs are notoriously difficult! Make sure you upgrade to the latest BIOS. Update the Broadcom NIC firmware since the TPM is integrated with NIC controller. In BIOS when the TPM is on, see if it gives you a TPM Clear option since it sounds like it was activated at one time. Make sure the integrated NIC is enabled in the BIOS.

Thanks for your response. I tried that, even re-installing bios patch, then once more the sequence of loading nic drivers and then tpm drivers. After when using the Broadcom software to activate the tpm, it churns for some time and I get two failure panels and then the last Broadcom panel states communication failure. Nothing is loaded to device manager, no nic or tpm. When I go through the bios pages I get the panel that states, to activate run the vendor software. No chance to turn tpm off without turning off nic. My guess the tpm chip is burned out. Read other Dell users had to replace motherboard. Just not worth the trouble, wireless interface works fine.
