You need to determine the version of WinPE that is being used by WDS. WinPE 2.x needs Vista drivers, WinPE 3.x needs Windows 7 drivers. If you can't readily find the WinPE version, then I would suggest trying the Windows 7 drivers since you already tried XP and Vista.
Thanks for the reply. i have tried installing the Win 7 drivers from intel and Dell. i still get the error about not having the correct driver? Any other suggestings would be appreciated.
I heard of one resolution from the MyITForum.com email list. In that case all systems would PXE boot fine with the exception of the new Exx20's. They uninstalled WDS on the server and re-installed it and it all started working.
I haven't heard of any other solutions, so I though I would share this one.

The solution is as Warren suggested, the Windows 7 82579 NIC driver does not support PXE 2.1 hence why it will not work.
With regards to WDS Windows 7 deployment using 82579 drivers.
1. For the Windows PE portion of deployment use 82579 Windows VISTA drivers
1. For the Windows installation setup portion of deployment use 82579 Windows 7 drivers
I have tested this and confirmed this is 100% working solution.

I went to support.dell.com for the E6520 drivers page. Went to "systems management" tab, downloaded the"Driver Pack for MicroSoft Windows Preinstallation Enviroment(WinPE)" then added the drivers to WinPE image using the DISM commands.
i hope this helps others. I took me a while to find it, even though it was right there the whole time.

FR: Le portable démarre en PXE et reçoit bien une adresse IP mais ne l'affiche pas. L'écran reste noir et en attente de quelque chose. En effet, il ne trouve pas le serveur WDS/PXE. Dans le BIOS, la configuration Legacy ou UEFI ne change rien.
Solution : Dans la configuration de votre serveur DHCP, désactivez l'option "060 - PXEClient". Le Dell Latitude E6520 va recevoir une adresse IP, charger le programme de l'option 067 et vous présentez l'écran de démarrage réseau. Vous aurez probablement besoin de valider avec F12. N'oubliez pas de remettre l'option 060-PXEClient pour les autres ordinateurs.
