You don't know what the Lifecycle Controller module does? I suspected you were having issues with the Lifecycle Controller module since you posted on our system management forum with a DLL under the acronym of DLCI, but if you are not having issues with the DLCI module then I doubt the .dll is related.
I searched for the dlcitime.dll and all of the results point to this being related to a printer driver.

Has the module been working fine or did you just install it? I would suggest reinstalling DLCI.
