The Ambient temperature warnings and fan issue are likely able to be resolved by the same actions.  I'd recommend reseating the fan #4, however, in case it is just a connection/signal issue that is not related to the ESM or Server Administrator properties. 

Regarding the ambient temperature warning, the Warning threshold cannot exceed the Failure threshold, so you need to increase the Failure threshold, which can be done via updates to ESM and Server Administrator.

I recommend updating your ESM, BIOS, and OpenManage ServerAdministrator to the latest revisions supported for your server and Operating System.  The A35 ESM version does include fan stepping changes (which may reduce noise output).  Along with the ESM update, install a later version of OpenManage Server Administrator (1.6, or 1.71, if Windows 2000 and above).  You should find new, revised maximum Failure thresholds for Ambient temperature.  Updating to the latest RAID Controller driver and firmware is recommended also, but may not be needed for the desired threshold changes.
