Dell Venue 11 tablet camera initiation issue

I cannot initiate the camera application from the start menu.  A camera blank screen comes up momentarily then stops and the main start screen comes back up.  Following is a procedure I found that let's me use the camera (most of the time but not always) but I would like to know why I can't use the camera normally.  Note I do have the option set to "Swipe down on the lock screen to use the camera" to on.

1. From the lock screen, the camera will not come on when I swipe from the top of the screen.

2. Logon to the tablet. 

3. Turn off the screen and turn it back on. This  takes you to the initial lock screen even though you are still logged on.

4. From the locl screen, you  can now swipe down from the top and the camera comes on.

This is the only way I can initiate the camera application..  Any ideas how to fix this issue??
