Most of the Android apps are available from Google Play. This is the reason for setting up a Google Account. Google Play can, but ONLY with your permission, use the account to backup the apps in case a problem with the system.
It's not much different that having a iTunes Account. The iTunes Account is needed to download the apps for your iPhone, iPad or iPod. The account is used with iCloud and iCloud also backs up you phone contacts and apps.
