I would suggest to check the knowledgebase on the support website
there are some articles there for 0x100000a error - one that sounds like yours and is caused by proxy settings
520951 : Dell EMC Unity: uemcli command fails to work and reporting Errors 0x100000a or 0x1000100

If that doesnt fix it I would suggest to open a service request so that it can be properly diagnosed
