No, you should not create the replication session on the target prior to completing the migration. See:
520686 : Dell EMC Unity: VDM migration may be incomplete if user creates destination snapshots or replication sessions prior to cutover (User Correctable) https://support.emc.com/kb/520686
Of course keep in mind that you’re then cutting over a production workload with no DR copy in place, so for some period of time until you’ve established replication and it’s caught up, you’ll be unprotected.
