Unity VSA CE licensing portal

Apparently, a new license type is required to upgrade our VSA CE's beginning at 5.5.3. 

But the licensing portal to generate a new license for Unity VSA does not work.
"There is an issue connecting to license server. Please try after sometime or contact the administrator."

From what I can see, it's been down for over a year? 
Is this the correct license portal? https://www.dell.com/en-us/dt/auth/elmeval.htm
It also says on screen I need to login to generate a license, but the login does not work.
Is there any update on this? Can this be done internally by support or account teams?
